Many Qualified for Child Health Plan Don’t Enroll
1 days ago in New York Times Authority: 24During the four years that her children were uninsured, Cassie O. Hall used the emergency room as their pediatrician. When Tayana had an asthma attack or Darren developed a stubborn rash, they would head to the hospital and settle in for a long wait.
The children never got physical exams or booster shots. And as the unpaid hospital bills stacked up, the threshold for a visit grew higher. “They would have to be half-dead before I would take them,” said Ms. Hall, a day care operator who could not afford private insurance.
It was only in May that Ms. Hall learned that her family qualified for the State Children’s Health Insurance Program, which provides subsidized insurance to children of the working poor. That she had never heard of the joint state and federal program made her typical of countless parents of the estimated eight million uninsured American children.

Democrats try to extend no-fault insurance
1 days ago inOrlando Sentinel No authority yetHouse Democrats on Tuesday urged Gov. Charlie Crist and Republican leaders to keep Florida's no-fault insurance law alive for one more year.
The no-fault law, which requires every car to be covered by $10,000 of personal-injury protection, is set to expire Oct. 1. Unless it is re-enacted, the Florida Department of Highway Safety and Motor Vehicles has said it will no longer require motorists to show proof of insurance for yearly vehicle registration.
"We're playing the game of chicken with someone's health and that's just wrong," said House Democratic Leader Dan Gelber of Miami Beach. "The worst policy alternative is the one we're headed for, to [let it expire] without a replacement or reform. And we're doing that because special interests have really weighed in, in a large way."
State Farm, the state's largest auto insurer, has led the drive to get rid of no-fault, claiming the system is riddled with medical fraud and has resulted in higher rates.
Gelber said House Democrats plan to file a bill to extend no-fault for one more year. However, the bill will be considered only if Crist or legislative leaders add it to the agenda of a special session of the Legislature scheduled next month to trim the state budget.

The rules could cut federal matching funds for a state-run program that is a key component of the state's health insurance initiative.
But congressional leaders, including Senator Edward Kennedy, a Massachusetts Democrat, said yesterday that they would fight the changes, which are the latest volley in the national battle over the future of the State Children's Health Insurance Program, or SCHIP.
Using a combination of state and federal funds, the program covers some 6.6 million children nationally and 90,500 in Massachusetts in low-income families.
As part of its health insurance reform, Massachusetts expanded eligibility to children in families earning up to 300 percent of the federal poverty level, or $61,950 for a family of four. The change was made last year with federal approval and brought coverage to about 14,000 more Massachusetts children.
In Massachusetts, the program is the main means of insuring children in families above the poverty level who do not qualify for Medicaid and who frequently cannot afford private insurance. The state's health insurance initiative did not include any other effort to cover children.
The new federal rules could block enrollment of more children above 250 percent of the poverty level and could make it tougher for the state to continue covering about 4,500 already enrolled. State officials said they do not yet have a count of the number who are eligible but not enrolled.
At least 17 other states similarly expanded their coverage in recent years, and five more are considering these changes, according to Families USA, a healthcare advocacy group.
